you can disable compiler access through WHM if you have server root login details. log in to WHM and search for 'Compiler Access'. You can see current status of compiler access and option to enable/disable compiler access.

Compilers are enabled for unprivileged users - It is Enabled
Compilers are disabled for unprivileged users- It is Disabled

Click on 'Disable Compilers' to turn off compiler access for unprivileged users.
