SMTP error from remote mail server after initial connection: 554 5.7.1 You are not allowed to connect

I need a little help here if you can help me to quote a fix for a server that has WHM, is that a cpanel account tried to send an email but only with 2 domains get a bounce and an error
the error is "SMTP error from remote mail server after initial connection: 554 5.7.1 You are not allowed to connect."

Hello,

Error shows 'You are not allowed to connect'. Contact the owner of the remote server and ask them why it is not allowed to connect. Your IP address might be blocked by the remote server. You can try sending email by configuring a different mail IP.
